Luis Guillermo Alarcón López

Guillermo Alarcón holds a Telecommunications Engineering degree from the School of Mechanical and Electrical Engineering of the National Polytechnic Institute of Mexico (IPN), and a master’s degree in senior management from the School of Commerce of Lyon, France, as well as a Diploma in Financial Mathematics from FINDES in Mexico.

Guillermo has more than thirty years of experience in the telecommunications industry, having participated in projects, regulations and policy making processes in America, Europe, and Africa, covering different telecommunications technologies and applications.

He is currently a Senior Telecommunications Specialist at the Inter-American Development Bank based in Washington, D.C. Previous to this role, Guillermo was the Technical Director for Latin America at Rivada Networks; Global Director of Government Broadband Initiatives at Alcatel-Lucent (headquartered in Paris, France), and Alcatel’s Global Executive for the Telmex account in Mexico.
